How to Distinguish Different Kinds of Computer Activity/Usage?

Sometimes my hdd activity light will flash and the computer will slow as if it's engaged in heavy activity but task manager shows 99% idle cpu usage. Is this because task manager only shows cpu usage and not HDD activity?
